By domestic I mean US...

Is there a built in way to do this.

Hi,

Have you tried shipping by country feature? Simply set the shipping cost to 0 for US, and set another cost for other countries.

I would suggest checking Chapter 12.4.4. Shipping by country of the User Manual.
