Site is currently set up to formulate shipping by price range. I want to have free shipping for the lower 48 states and price range formula for everything else.

I set xshippingbystate to yes and added records for none and each of the 48 continental states. The records for none include the standard shipping rates price range structure. ex: base price 10 min:0 - max:25.01 etc...

I set records for each of the 48 with a base price of 0 and no price range, since it will be free. That didn''t work. I then structured one state with the same price range structure as the none record. That didn''t work either. No shipping option is showing up at all...it''s just blank.

So, what am I doing wrong?

I added a price range on the free states and it appears to be working.
